Students at the Aloha State school received an email Monday with the subject line "in the event of a nuclear attack".

For Hawaii, however, planning for the possibility of a North Korean missile attack, however remote, has become a new weird norm with missiles from the rogue nation now capable of reaching the Aloha State and its high-ranking military commands.

The email was meant to inform the 10 UH campuses, including UH-Hilo, that in the unlikely event of a North Korea missile attack, the university will "defer to state and federal agencies", UH spokesman Dan Meisenzahl told the Tribune-Herald on Tuesday.

The email then told recipients to be aware of emergency sirens and to follow instructions on "sheltering in place".

A link also was provided to the state emergency management website.

Meisenzahl said he takes "full responsibility" for the subject line, which he called "absolutely regrettable and a mistake".

A senior Central Intelligence Agency analyst, speaking at a conference in Washington this week, said the North Korean government likely would stage some kind of provocation on October 10 but did not elaborate on what form it might take. "I apologize for causing any undo or unnecessary concern". This email should be viewed as no more immanent than those, Meisenzahl said.

Legislators on the island met in September to discuss how to prepare residents for a potential nuclear attack, Honolulu Civil Beat reported.

European Union ambassadors last month agreed new sanctions against the North, according to diplomatic sources, including a ban on investments in North Korea and on European Union exports of oil.
