MEA confirms India-Pak NSA talks; says focus was on terror

In the Buenos Aires plenary in November 2017, FATF had reportedly demanded compliance from Pakistan on the issue of terror funding after India raised the issue of the neighboring country's blatant support to terrorists and terrorist groups.

Responding to questions at the weekly briefing, the Ministry of External Affairs' official spokesperson Raveesh Kumar said on Thursday, "India and Pakistan have a dialogue process and we have said terror and talks can not go together".

National security advisors of India and Pakistan held bilateral talks last month that focused on cross-border terrorism, a foreign ministry spokesperson in New Delhi confirmed Thursday.

Modi also visited Pakistan in a surprise stopover on 25 December, 2015, on his way back from Russian Federation and Afghanistan.

Efforts to revive the official dialogue process took place immediately after the Narendra Modi government came to office in 2014.

During an interaction between the National Security Advisors of India and Pakistan, India made it clear that terror and talks cannot go together but talks on terror can go ahead, media reports said.

The "talks on terror" model to engage Pakistan is a break in India's position that India had taken following the attack on the Pathankot airbase when New Delhi had cancelled the Comprehensive Bilateral Dialogue (CBD). The meeting was held a day after the mother and wife of death row prisoner Kulbhushan Jadhav met him in Islamabad, but MEA maintained that the two NSAs did not discuss Mr Jadhav's case at all. "Some of these meetings are pre-determined". He was told the meeting was useful and said it might help in restarting some sort of engagement at the diplomatic level as well, the report said.

NSAs of both the sides had held a "secret" meeting in Thailand on December 27 previous year. CBD was launched by External Affairs Minister Sushma Swaraj during her visit to Islamabad on 9 December 2015.
