Amazon expects to make a decision later this year.

Miami was listed as one of 20 finalists on Thursday to potentially house Amazon's second headquarters, according to the online giant's website. It also listed northern Virginia and Montgomery County in Maryland as potential sites.

That list included: a population of more than 1 million people, an global airport, mass transit, quality higher education, an educated workforce and a solid business climate.

The Bridgeport-New Haven joint proposal offered the company double the estimated eight million square feet of office space for the headquarters split between both cities.

Amazon received 239 proposals from cities across the USA, including Birmingham and Huntsville.

Amazon's announcement in September that it was seeking a location for a second headquarters set off a flurry of activity among cities and communities nationwide. The tech giant estimates its investments in Seattle from 2010 through 2016 resulted in an extra $38 billion to the city's economy.

But the announcement also raised more hard questions about the influence of large tech giants on cities and the possible unintended consequences of giving tax breaks and other benefits to an already successful corporate titan.

Catherine Smith said Thursday she spoke with a top Amazon official who said the application was "very strong" but the "data-driven selection process that was used favored more metropolitan areas". The state also offered to create a fund operated by a public board that would invest in Amazon securities and fund local infrastructure projects as determined by the board and another program to provide refundable tax credits to offset the tax costs of bringing offshore funds back to the US and invest them in Missouri. Toronto said it would establish a dedicated help desk for Amazon that would handle its requests for everything from employee training subsidies - worth up to $8,130 per worker - to tax credits for hiring students from Ontario-based colleges and universities.
