The memo, written by House Intelligence Committee Chairman Devin Nunes, raises concerns about the FBI's attempts to secure a Foreign Intelligence Surveillance Act (FISA) warrant, which it says "represent a troubling breakdown of legal processes established to protect the American people from abuses related to the FISA process".

President Donald Trump has declassified a Republican-drafted memo which alleges the probe into possible collusion between his election campaign and Russian Federation is a product of political bias against Trump.

Former FBI Director James Comey scorned the memo that was released by House Republicans after being declassified Friday by President Donald Trump, saying it doesn't add up to much.

"Their (sic) was no Collusion and there was no Obstruction (the word now used because, after one year of looking endlessly and finding NOTHING, collusion is dead)".

Early last week Nunes told Democrat Rep. Mike Quigley during a House Intelligence Committee meeting that the FBI and Justice Department have "been under investigation by this committee for many, many months for FISA [Foreign Intelligence Surveillance Act] abuse and other matters".

Democrats have alleged key facts were not included in the memo, calling it misleading and accusing Republicans of trying to undermine Special Counsel Robert Mueller's investigation.

Democrats said it was a set of cherry-picked claims aimed at smearing law enforcement and releasing the memo would damage law enforcement and intelligence work.

The memo adds that former FBI Deputy Director Andrew McCabe told the committee in December 2017 that "no surveillance warrant would have been sought" without the dossier.

Butting heads just as they had before the memo's release, Trump and his critics stuck to the positions they had staked out in the weeks leading up to the hotly disputed release of the memo prepared by Republicans on the House intelligence committee.

The White House said the president would be open to releasing the Democratic memo after it was subjected to a security review.

It focuses on the court-approved wiretapping of Carter Page, a foreign policy adviser to the Trump campaign who was put under electronic surveillance by the Federal Bureau of Investigation. Ranking Member Adam B. Schiff is expected to offer a motion to release the 10-page document, which Democrats have promised to send to the Justice Department for redactions.

President Trump approved the declassification of the memo and said it revealed a disgraceful story.

Ryan says he also wants the Dems' memo released for transparency sake.
