Availability of 4G signals, is measured by how consistently accessible 4G networks are in each country in OpenSignal's report.
The Philippines' LTE speed increased from 8.24 megabits per second (Mbps) a year ago to 9.49 Mbps and landed in 85th place, beating only Indonesia (from 9.02 Mbps to 8.92 Mbps), Algeria; and India.
OpenSignal's latest global report was published after analysing 50 billion measurements collected in the fourth quarter of 2017 to compare 4G performance in 88 countries. Still, that's 25% higher than the average USA speeds in the previous global LTE report, so there is progress. Even so, the upper half of OpenSignal's4G speed chart remains a pipe dream for America's "Big Four", with countries like Singapore, Netherlands, Norway, South Korea, Hungary and Belgium instead averaging remarkable rates between 36 and 45 Mbps.
Thailand and Malaysia also saw speed improvements, posting 9.60 Mbps and 14.83 Mbps, respectively.
When it comes to average 4G LTE speeds, however, the world hasn't seen much progress since the previous annual report. In fact, lower than what India's speeds ranked in 2017. On the other hand, 4G speeds still remain dismal as India was once again ranked last in the list.

"In North America, Canada's speeds surged past 30 Mbps on the strength of Telus's recent LTE upgrades, while the US regained the lost momentum caused by AT&T and Verizon's reintroduction of unlimited plans", reads an excerpt from the OpenSignal report.
Talking about the reason for slow 4G speeds, the report says, "There's no hard and fast rule, though".
People have been talking about the high-speed 5G network technology that is expected to be released to the public in 2020, and whose trials have already been initiated in several regions like Europe, the US and South Korea, but 4G LTE (Long Term Evolution) speeds across the world are still low, failing to reach the elusive 50 Mbps mark. Those with higher speeds and farther reach correlate with the presence of LTE-Advanced networks.
