Or is it? During his testimony in front of a House committee on Wednesday, Facebook co-founder and CEO Mark Zuckerberg stated that his company does track internet users who have not subscribed to Facebook.

It's hard to get out of Facebook's reach and a blog post by Facebook's product management director David Baser reiterates this in many ways.

To start, Baser explained that a user's browser (such as Chrome or Safari) shares their IP address and browser and operating system (like Android or Windows) with the website being visited.

Facebook was recently considered the least trustworthy of protecting users' personal information following a spate of unseemly revelations and happenings, which, along with another poll, shows a fast changing mindset for Zuckerberg and the company once ostensibly regarded as darlings of the American dream and economy.

A USA federal judge ruled on Monday that Facebook Inc must face a class action lawsuit alleging that the social network unlawfully used a facial recognition process on photos without user permission.

Facebook, in return, helps those websites serve up relevant ads or receive analytics to study how people use their services.

Facebook's developer tools can affect you when you're not logged into the social network.

However, he stressed that Facebook doesn't ever sell this information to anyone.

Advocates and lawmakers say they are singling out Facebook because of its size, rivaled outside China only by Alphabet Inc's Google, and because they allege Zuckerberg was not forthcoming about the extent and reasons for the tracking. Facebook says it can match that data to a Facebook profile, if the person has one. According to Baser, they are: "Providing our services to these sites or apps; improving safety and security on Facebook; and enhancing our own products and services".

Asked if people could opt out, Facebook added, "There are basic things you can do to limit the use of this information for advertising, like using browser or device settings to delete cookies".

Facebook is embroiled in a widening scandal that a British data firm called Cambridge Analytica improperly gathered detailed information on its 87 million users.
