Manchester City have avoided a transfer ban over the controversial signing of Benjamin Garre.
Velez complained to Federation Internationale de Football Association in 2016 that City broke rules preventing trafficking of minors by signing Garre after he turned 16.
The Argentine club claimed that Federation Internationale de Football Association only allow players under-18 to move between clubs in European countries, and took their case to the CAS (Court of Arbitration for Sport) last July.
However, City argued that, because Garre holds an Italian passport, he was free to leave Argentina after his 16th birthday and were initially supported by Federation Internationale de Football Association before Velez took the case to the Court of Arbitration for Sport (CAS).
Regulations dictate that clubs within the European Union (EU) are not allowed to sign player from outside under the age of 18 - this can of course be sidestepped if the player's family relocates as was the case when Barcelona signed a 13-year-old Lionel Messi in 2000.
As such, City facing the prospect of being banned from registering players in each of the next two transfer windows - a fate suffered previously by Atletico Madrid - if the CAS side with Velez.
City have outspent rival teams.
