The governor issued an emergency proclamation for the island Sunday following the National Weather Service's recording of nearly 27 inches (68 centimeters) of rainfall in a 24-hour period in Hanalei.

By this morning, emergency crews had evacuated 152 people by helicopter, 121 by bus and others by water after the River Anahola broke its banks.

The American Red Cross has opened evacuation shelters at Kapaa Middle School, the Church of the Pacific in Princeville, and at Hanalei Elementary School in Hanalei.

The National Weather Service recorded nearly 27 inches (68 centimeters) of rainfall in a 24-hour period in Hanalei.

Plans were to pick them up by helicopter, however, the choppers were grounded most of the day because of the severe weather.

Dozens of people are stranded at a Red Cross shelter on Kauai after a storm dropped over 2 feet of rain, causing massive flooding and grounding rescue helicopters.

It's most likely that the rainfall over Hanalei that caused widespread flooding Saturday night set a new record, but a lost gage will make it hard to verify, according to National Weather Service officials.
