North Carolina law requires drivers and passengers to be properly restrained by using a seat belt. The campaign is aimed at enforcing seat belt use.

"Our mission is to save lives and reduce injuries by getting more people to buckle up", Ashland Police Chief Todd Kelley said.

Of those vehicle crashes, more than 300 people have died. Included is a national publicity campaign created to ensure that drivers and passengers recognize the life-saving value of seat belts. "It doesn't matter where you are in a vehicle".

Since Washington passed the primary seat belt law in 2002, the unrestrained fatality rate decreased from accounting for 64 percent of traffic deaths to 18 percent of traffic deaths.

Participating law enforcement agencies will be taking a no-excuses approach to seat belt law enforcement, writing citations day and night. "Our whole goal is to try to save life to make sure everybody knows that each time that you go on the road, you have to buckle up", said Karla Lipford, West Tennessee liaison for the "Click it or Ticket" campaign.
