With two NDP premiers at odds over the project, Singh has tried to remain neutral, assailing Ottawa's review process and the federal government's reasoning in approving the expansion.

But on Thursday, B.C. threatened to sue Alberta in its own courts after the province's MLAs almost unanimously passed a bill allowing Notley to shut off the oil taps to the west to bolster her position.

The B.C. NDP government does agree with the Alberta NDP government on one point - cutting off shipments of oil, natural gas and refined fuels would indeed serve to punish this province. "A significant disruption in the supply of gasoline, diesel, and crude oil from Alberta would cause B.C. irreparable harm".

"The one operative clause is to simply declare the Trans Mountain Pipeline Project and related works to be for the general advantage of Canada".

When asked if the reference case would spell the end of the court action for his government, Horgan doubled down on the message upon which he was recently elected - that he'll do all he can to explore every court option available.

Kinder Morgan has ceased all non-essential spending on the $7.4-billion pipeline project that would twin the existing pipeline between Burnaby, B.C., and Edmonton.
