Premier John Horgan oblivious to pipeline consequences

  • Premier John Horgan oblivious to pipeline consequences

Later that day, the Alberta government passed Bill 12, entitled Preserving Canada's Economic Prosperity Act.

Premier Scott Moe wants the federal government to "take up residence" in B.C.to get Kinder Morgan's Trans Mountain pipeline expansion project built.

Owner Kinder Morgan has set May 31 as the date by which it needs to have enough certainty to proceed with the pipeline's expansion.

His relationship with Alberta Premier Rachel Notley appears strained, however - Singh says he has not spoken with her since she declared him "irrelevant" and "dead wrong" about the pipeline.

British Columbia is also suing Alberta for passing a law that will allow it to choke off the supply of fuel to B.C., which Ms. Notley says she is prepared to use.

Instead deputy premier Sarah Hoffman went in her place. The annual meeting brings together leaders of Manitoba, Saskatchewan, Alberta, B.C., Nunavut, Yukon and the Northwest Territories.

With two NDP premiers at odds over the project, Singh has tried to remain neutral, assailing Ottawa's review process and the federal government's reasoning in approving the expansion.

But he later told reporters that Alberta's demand for a pipeline pact failed.

"We're going to be introducing legislation shortly which will inflict pain on British Columbia", she said in part.

But on Thursday, B.C. threatened to sue Alberta in its own courts after the province's MLAs almost unanimously passed a bill allowing Notley to shut off the oil taps to the west to bolster her position.

The B.C. NDP government does agree with the Alberta NDP government on one point - cutting off shipments of oil, natural gas and refined fuels would indeed serve to punish this province. "A significant disruption in the supply of gasoline, diesel, and crude oil from Alberta would cause B.C. irreparable harm".

"The one operative clause is to simply declare the Trans Mountain Pipeline Project and related works to be for the general advantage of Canada".

When asked if the reference case would spell the end of the court action for his government, Horgan doubled down on the message upon which he was recently elected - that he'll do all he can to explore every court option available.

Kinder Morgan has ceased all non-essential spending on the $7.4-billion pipeline project that would twin the existing pipeline between Burnaby, B.C., and Edmonton.
