MPs force major soft Brexit shift

It is believed the concession offered by ministers included offering a new Parliamentary motion if the Brexit deal is voted down by MPs and peers.

"A vote between bad and worse is not a meaningful vote".

The pro-European cause was boosted when junior justice minister Phillip Lee, a close personal friend of the prime minister, resigned shortly before the debate in order to back the veto amendment.

The opposition Labour Party wants to force the government to negotiate a Brexit deal where the United Kingdom retains "full access" to the EU's single market and that would ensure "no new impediments" to trade.

That is when Theresa May reportedly gave 15-20 Conservative "rebels" assurances that the government would accept the general meaning of Dominic Grieve's alternative amendment.

It will repeal the European Communities Act, which took Britain into what was then the European Economic Community, meaning EU law is no longer supreme in the UK.

"Secondly, we can not change the fundamental constitutional structure which makes the Government responsible for worldwide relations and global treaties".

David Davis has written to Tory MPs urging them to unite behind Theresa May in today's crucial vote in the Commons. "I am trying to negotiate the best deal for Britain".

"That was the decision of the British people. and whatever we do, we're not going to reverse that", he told the BBC.

The government was putting a combative spin on the concessions Tuesday evening: "The Brexit Secretary has set out three tests that any new amendment has to meet - not undermining the negotiations, not changing the constitutional role of Parliament and Government in negotiating worldwide treaties, and respecting the referendum result", a spokesperson for the Brexit department said in a statement.

MPs will spend a total of 12 hours debating and voting on 14 Lords amendments to the EU Withdrawal Bill - six hours on Tuesday and six hours on Wednesday.

The government won the vote after last-minute horse-trading, some of it in the open on the floor of the House of Commons - some behind closed doors. "We will have to go away, think about it and come back and make a statement".

Mr Grieve withdrew his own amendment, which would have given MPs powers to dictate what the Government should do if no acceptable agreement is reached by February 2019.

Government sources signalled to the Press Association that ministers were set to back the move.

However, the compromise is only likely to delay a full-blown showdown on the customs union until trade legislation returns to the Commons in July.
