With Net Neutrality coming to an end, there are fewer rules governing how internet service providers can operate.

At the FCC, Pai said the agency is "keeping all options on the table". It would also increase costs for consumers, as content providers were forced to pass along fees.

The verdict on the merger could have broad significance.

He wrote that the biggest US internet companies - Amazon, Apple, Facebook, Google and Microsoft - controlled much of the online infrastructure, from app stores to operating systems to cloud storage to almost all of the online ad business.
