"I am working for the coalition to do its tasks as set out in the coalition agreement", Merkel said, speaking alongside Lebanese Prime Minister Saad Hariri.

They are considering setting up centers overseas to decide on asylum requests there and send back those whose cases fail.

Migration has decided elections across the bloc from Italy to Hungary, with voters favoring those taking a tougher stance.

Earlier on Thursday, in a question-and-answer session with students at the German Jordanian University, Merkel said the refugee influx in recent years, including from Syria, had stirred debate in Germany over fundamental questions.

Merkel is under pressure because her longtime conservative allies, Bavaria's Christian Social Union (CSU), have threatened to start turning away at the German border all asylum seekers already registered elsewhere in the EU unless the bloc reaches an agreement on distributing them more evenly.

The bloc has been unable to break that deadlock, with bad blood spilling over to other areas of cooperation, including crucial talks on the EU's next seven-year budget from 2021. European Union nations, Merkel said, have to see "how can we help each other without always having to wait for all 28, but by thinking what's important to whom".

At emergency talks in Brussels, a group of 16 countries led by France and Germany were thrashing out who should take responsibility for the thousands of migrants landing primarily in Italy, Greece and Spain, how long they should take care of them and how much their European partners should do to help out.

She opposes the idea by the CSU, which will face the anti-immigration AfD party in Bavarian elections in October, because it would mean rigid border controls inside what is normally the EU's coveted control-free travel zone.
