Miami Beach police said that Jonathan Crenshaw, 46, held the scissors with his feet and stabbed Cesar Coronado just after midnight Tuesday.

Crenshaw's most recent conviction was for the felony battery of a police officer in 2014, and came with a sentence of 180 days in jail.

A homeless beach artist with no arms has been charged with stabbing a tourist in Florida.

Mr Crenshaw said he was lying down when Mr Coronado approached and punched him, police said. Crenshaw then put the scissors in his waist band and took off, according to the report.

It noted that Crenshaw is a popular fixture in the area and is known for painting canvases along a trendy spot in the neighbourhood of South Beach in the city of Miami Beach.

The publication has profiled Crenshaw in the past and found he has had multiple run-ins with police and other officials, including violent crime charges.

The Miami Herald reports police found Coronado bleeding from his left arm.

Coronado told investigators he stopped to ask Crenshaw for directions before he jumped up and stabbed him.

Police said there were no indications that Crenshaw was under the influence of drugs or alcohol at the time of the incident.

According to the arrest report, an officer showed up at the scene with the witness, who identified Crenshaw as the man who attacked her friend. His court date is scheduled for July 18.
