A Baltimore police officer who has not been officially identified has been put on paid leave after he was seen beating a man in a viral video clip.

"On a day that we graduated future Baltimore police officers, I am deeply concerned by the conduct I witnessed today", said Interim Baltimore Police Commissioner Gary Tuggle. "Dont touch me", McGrier told the officer, who then repeatedly punched the man.

The other officer has been placed on administrative duties pending the outcome of an investigation, Baltimore police said. "Part of our investigation will be reviewing body worn camera footage".

Video clips circulating online showed Williams confronting a man Brown identified as Dashawn McGrier, 26.

The police officer struck the man several times before he was taken into custody and received medical treatment for his injuries.

City Councilman Brandon Scott said the department did the right thing by suspending the officer and said that he was assured by Tuggle that the incident would be handled properly.

The police department said the incident Saturday began after two officers stopped McGrier, let him go, then approached him again to give him a citizen contact sheet.

"It's just gratuitous violence that's unnecessary and does no good for the city". Brown said McGriers jaw, ribs and nose were fractured and doctors had concerns about his ability to breathe.

That's when Williams began shoving McGrier, Brown said. But the state Law Enforcement Bill of Rights carves out an exception for officers on probation who are accused of brutality allegations.

Former NAACP head Ben Jealous, a Democrat who is running for governor, said the video "shows just how far community-police relations have fallen in Baltimore, as well as the work that must be done in partnership with city officials to restore trust".

The consent decree also required the creation of an independent team of experts to monitor the police departments compliance.

A federal investigation previous year found Baltimore law enforcement has patterns of excessive use of force, racial profiling, and unconstitutional policing.
