At least 324 people have been killed in rain and flood-related incidents, while 223,139 sheltered in 1,500 relief camps.

One of his advisers, Prabha Varma, told Reuters 186 people had died since August 8, when the waters began to rise.

"This is really heartbreaking because, I mean, there is water everywhere", Mr Singh said.

In a statement, Modi promised $71.6 million in assistance along with other relief such as food and medicines.

The flood situation in Kerala has been continuously and closely monitored by the Union Government.
