Despite the constant warnings that increased experimentation with e-cigarettes would lead to more smoking, consumption of conventional cigarettes by teenagers stubbornly continues to decline, reaching a record low previous year in the Monitoring the Future Study, which began in 1975.

FDA Commissioner Scott Gottlieb, MD, said that the FDA will do anything in its power to keep potentially addictive substances out of the hands of minors. It's simply not tolerable. The products being targeted are: Juul, MarkTen by the Altria Group, the maker of Malboro cigarettes in the US, Blu by Fontem Ventures, Vuse, by British American Tobacco, the company that makes Camel cigarettes, and a device called Logic.

In a statement posted on Facebook, the Smoke-Free Alternatives Trade Association, which advocates for the growing e-cigarette industry, said it is taking the FDA's recent move "quite seriously".

All three of those companies compete with Juul in the e-cigarette market - but, unlike Juul, they also sell regular cigarettes, meaning a government crackdown on e-cigarettes doesn't hurt as much. But they say that this move like this could backfire because, you know, adults who are - use e-cigarettes are using them to quit smoking tobacco cigarettes, which are really risky.

In response to a nationwide undercover investigation of brick-and-mortar and online stores over the summer, the FDA levied civil fines ranging from $279 to $11,182 on e-cigarette retailers found to have sold their products to minors and issued more than 1,300 warning letters.

The agency said it allowed the extra time to strike an appropriate balance between regulation and encouraging the development of innovative tobacco products that may help older smokers quit. "We wanted to give the e-cig industry time to come into compliance while we wrote the guidance and regulations to better define and explain how the new products would meet those application requirements", he said, citing the potential that the products have to help adult smokers switch from risky traditional tobacco products. Many researchers say the devices are less risky than traditional, combustible cigarettes because they don't contain tobacco's cancer-causing ingredients.

The burgeoning popularity of e-cigarettes among young smokers has caused traditional cigarette industry players a great deal of trouble by eating into their market share.

Although Gottlieb conceded that e-cigarettes may help adults stop smoking, it seems as though he won't be swayed by Juul's work to prevent kids from accessing the product.

USA health officials are sounding the alarm about rising teenage use of e-cigarettes, calling the problem an "epidemic" and ordering manufacturers to reverse the trend or risk having their flavored vaping products pulled from the market.

The Vapor Technology Association, which says it represents over 600 vaping manufacturers and distributors, also supports limiting teen access, but added that the new actions by the FDA ventured "into risky territory" by not being in the best interest of public health. His group and several other medical and anti-smoking groups are suing the FDA over a decision to delay federal review of most e-cigarettes. Youths are more likely than adults to vape, according to the US Centers for Disease Control and Prevention.

The FDA has also been revamping its regulation on tobacco, including lowering the amount of nicotine in conventional cigarettes. The FDA said more than 2 million middle school and high school students used e-cigarettes in 2017. It was "the largest coordinated enforcement effort in the FDA's history", according to the agency.

Gottlieb said the FDA will continue to monitor underage trends and promised to release new data on e-cigarette use by minors in the coming months.
