The storm was still raging across southern China's coast and the provinces of Guangdong, Guangxi and Hainan and rain and strong winds were expected to continue through Tuesday, the report said.
It has been compared in ferocity to super Typhoon Haiyan which killed more than 7,000 people in 2013.
The Observatory confirmed the intensity of the storm was the highest since the city started keeping records in 1946.
A fallen tree caused by typhoon Mangkhut lies at a street in Hong Kong. Authorities reported four deaths from falling trees and building materials in Guangdong, China's manufacturing hub.
On Monday afternoon, Mangkhut was about 200km west of the city of Nanning in Guangxi region, travelling in a northwesterly direction and weakening as it progressed.
"The suspension is for the safety of casino employees, visitors to the city, and residents", said authorities, which faced criticism previous year after a typhoon that killed nine and caused severe damage.
Mangkhut was still expected to bring heavy rain to Hong Kong, with flood warnings in place for low-lying areas.
A tropical cyclone packing winds of over 125 miles per hour (200kph), Mangkhut was at its most ferocious as it swept over the Philippines, before brushing past Hong Kong and slamming into China.
In preparation for the storm, southern China evacuated hundreds of thousands of people, suspended high-speed rail services and cancelled classes.
That warning followed Mangkhut's devastating march through the northern Philippines on Saturday with sustained winds of 205 km/h.

Mayor Victorio Palangdan of Itogon town in Benguet province, among the worst-hit by the typhoon that struck Saturday, said at a news conference that of the 40 to 50 people thought buried, there's a "99 per cent (chance) that they really are all dead".
The mayor of Itogon told The Associated Press the miners and their families had been warned that the structure wasn't safe, but that many people had sought shelter there nonetheless. Dozens of people rushed into a three-storey building that was later destroyed by a landslide.
The 19 who died were part of a bigger group of 43 people, likely miners, and those who were still alive were feared to be trapped in an old mining bunkhouse that had collapsed under rubble, Salamat said. Three villagers who managed to escape told authorities what happened.
"They laughed at our policemen", he said.
By then, Mangkhut had already left a swathe of destruction across the city, with many Hongkongers saying that it was the worst typhoon they had ever witnessed, with some high-rise buildings swaying due to the gale-force winds.
"Our current goal is to get the clearing-up work done in most main routes by 5am", transport commissioner Mable Chan said on Monday night, adding that smaller roads and certain routes in the North and Sai Kung districts would take more time. Police and their vehicles could not immediately reach the landside-hit area because the ground was unstable and soaked from the heavy rains, regional police chief Rolando Nana told the ABS-CBN TV network.
Police said: "Police received a call from the ambulance service to Prezzo restaurant, in High Street, at approximately 6.45pm". Wiltshire Police described the emergency steps taken in response to "a medical incident" in Salisbury as precautions.
