Wilmington, North Carolina, a city with a population of 110,000 people and an global airport, has been cut off from the rest of the world by flood waters.

Rescuers freed six dogs that were locked up in an outdoor cage in North Carolina during Hurricane Florence, as the water level was rapidly rising.
