To limit warming, report authors claim significant actions must be taken to change land use practices, transform the energy sector and curb industry emissions.

It is time that we start doing the right things.

Measures would have to include reducing man-made carbon emissions by 45 per cent by 2030 from 2010 levels, and reaching "net zero" emissions by 2050, the report said.

While the global average temperature is now at about 1 degree, some parts of the world are already experiencing 1.5 degree global warming.

The goal posts for the Paris Agreement have moved. More than 90 scientists wrote the report, which is based on more than 6,000 peer reviews.

In reality, it seems far more likely that the world will "overshoot" the 1.5 degree mark, causing irreversible harm. "This points out that every fraction of a degree really does matter".

The scientists report that the level of warming will reach 1.5 degrees during the next thirty or so years at the current rate of greenhouse gas releases.

That could reduce flooding and give the people that inhabit the world's coasts, islands and river deltas time to adapt to climate change.

In 2010, worldwide negotiators adopted a goal of limiting warming to 2 degrees C (3.6 degrees F) since pre-industrial times.

One of the authors of the report quoted earlier, who did not wish to be named, said, "The US had issues with the conclusions, but finally the report were endorsed by all nations".

The world needs to make decisions now for the future. "It's freezing. Speaking of global warming, where is - we need some global warming!" he shouted in April 2016 during a rally in Rochester, N.Y. And just Monday, the Trump administration announced that the Environmental Protection Agency would be changing a rule to allow year-round sales of E15, or fuel that is 15 percent ethanol by volume.

No new technologies are necessary to limit warming, according to the IPCC.

Li said the city's current climate strategy was not aggressive enough and urged the government to align itself with global efforts to limit warming to 1.5 degrees by setting an 80 per cent emissions reduction target for 2030. "Each year that the global economy fails to decarbonize at the required rate, the two-degree goal becomes more hard to achieve".

The EU is committed to the Paris Agreement and is implementing ambitious policies. When the next climate talks happen this December, the new report is created to give governments the incentive to go much further, faster.
