An upstate NY man has been arrested after allegedly plotting to blow himself up on the National Mall on Election Day next month.

Court documents say Rosenfeld admitted to building a bomb in his basement with explosive black powder ordered over the Internet.

A series of letters and text messages sent during August and September also show Rosenfeld meant to detonate the device as a way to bring attention to a political ideology called "sortition," according to the news release, which it describesas a "theory that advocates the random selection of government officials".

They say Paul Rosenfeld, 56, built a 200lb (91kg) explosive device and wanted to detonate it on the National Mall in the capital on 6 November.

Prosecutors said he planned to use the bomb to kill himself and draw attention to a political system called sortition, in which public officials are chosen randomly rather than elected.

He stated, among other things, that he used approximately eight pounds of black powder to construct a large explosive device in the basement of the Residence, and that he installed certain components in the explosive device to ensure that he was killed in the blast.

Rosenfeld has been charged with one count of unlawfully manufacturing a destructive device and one count of interstate transportation and receipt of an explosive.

"Police and Federal Bureau of Investigation agents searched a Hudson Valley, New York, home Wednesday and arrested the 56-year-old man living there after learning about his alleged plan to build a bomb and blow himself up in Washington, D.C., on Election Day, two law enforcement officials told News 4 New York", writes NBC.

This came after an individual had received letters and text messages from the suspect about the plot, and had alerted the authorities.

At a Senate hearing Wednesday morning, FBI Director Christopher Wray said his agents are investigating about 1,000 homegrown terror threats in all 50 states.

Rosenfeld had an initial court appearance before a magistrate at a federal courthouse in White Plains on Wednesday afternoon.

Each of the charges carries a maximum sentence of 10 years in prison if he's found guilty.
