Saudi Arabia's government is discussing a plan to admit that missing journalist Jamal Khashoggi was killed after entering the Saudi consulate in Istanbul, three people with knowledge of the situation tell NBC News.

"The report is intended, per CNN, to absolve the Saudi government of responsibility for the murder by claiming the operation was not cleared", the new report said.

They were published shortly after a report in the Washington Post - for whom Mr Khashoggi worked - cited U.S. government officials who believed that audio recordings proved he had been murdered while visiting the Saudi embassy.

The US President today said he has spoken to Saudi Arabia's King Salman about the incident, suggesting that "rogue killers" could be responsible.

Tensions grew over the weekend between Washington, Turkey and Saudi Arabia over the disappearance of Khashoggi, who was a contributor to The Washington Post and who has openly criticized King Salman's son, Crown Prince Mohammed bin Salman, since his elevation to lead the country.

"And incidentally in this whole case of Khashoggi, [Turkish President Recep] Erdogan doesn't come into this case with what we used to say 'clean hands.' He has a awful human rights record".

Khashoggi, a USA resident and a Riyadh critic columnist at The Washington Post, vanished after entering the Saudi consulate in Istanbul two weeks ago to get marriage documents.

Last week, an anonymous Turkish official alleged that 15 Saudi operatives had flown into the country, bringing with them a doctor and a bone saw with which to dismember Khashoggi's body and smuggle it out of the consulate building.

"The Kingdom also affirms that if it receives any action, it will respond with greater action, and that the Kingdom's economy has an influential and vital role in the global economy".

But he has said repeatedly that he does not want to halt a proposed $110 billion arms sale to Saudi Arabia - as some in Congress have said he should - because it would harm the United States economically.

The Australian government has received criticism from human rights groups such as Amnesty International over secrecy cloaking military equipment sales to Saudi Arabia, in light of the ongoing bloodshed in Yemen.

Asked when the public prosecutor could make an announcement, the official said: "He was instructed to work quickly".

The issue has strained Saudi Arabia's ties with its closest Western allies.

The chief executive of JPMorgan Chase & Co., Jamie Dimon, had been a featured speaker at the conference in Riyadh.
