It is not clear how numerous more than 400,000 reservations for the Model 3 are for the base models.

The company agreed as part of the SEC settlement to closely monitor Mr. Musk's social-media commentary. Messages were left Friday seeking comment from the SEC and the Justice Department. It's not good news, however, for investors trying to ascertain if the worst is over for the carmaker amid the fallout from Musk's short-lived plan in August to take the company private.

Tesla has denied the claims, saying it disclosed production bottlenecks once identified, and pointing to Musk's public statements that the company was undergoing a period of "production hell" in 2017.

Musk spilled the beans after a Twitter user responded to his Tweet about Tesla and Panasonic together being the largest producer of batteries for electric vehicles in the world.
