The overwhelming support for the Irish resolution reflects global support for action "without delay" toward an end to the Israeli-Palestinian conflict and a two-state solution.
"In failing to do so, the plain fact is that the UN General Assembly refused to condemn an organization committed to the genocidal elimination of the Jewish state and the Jewish people", she said.
After accusing Hamas of turning Gaza, which it has controlled since 2007, into a "police state" and using torture and arbitrary arrests against political opponents, she asked Arab countries about their support for the group.
A Hamas spokesman said in a statement late Thursday that the result of the vote was a "slap" to the US administration.
In an official statement, Hamas thanked United Nations member states "that stood by our people's resistance and the justice of their cause" and attacked Haley who it said "is known for her extremism and her positions that support the Zionist terrorism in Palestine".
While General Assembly resolutions are non-binding, they are seen as an important barometer of world opinion.
"Hamas tactics have changed again, as it has adopted still more methods of killing Israeli civilians and damaging Israeli civilian property".
"This is a very important achievement for the United States and Israel".
Israeli Ambassador Danny Danon lamented after the vote that a decision to condemn Hamas had been "hijacked" by procedural votes and hailed the "broad support from the world" for condemning Hamas. It also reaffirmed "unwavering support" for a two-state solution to the Israeli-Palestinian conflict - issues not included in the USA draft.
In turn, pro-Palestinian countries have amped up their push to promote the Palestinian cause.

Last month, the General Assembly - as part of a raft of anti-Israel resolutions - condemned the alleged "occupation" of the Golan Heights. In speeches, Iran said the resolution was based on "deception" and ignored the "illegal occupation" by Israel.
Speaking ahead of the vote, Haley said the measure "would right a historic wrong" and "put the General Assembly on the side of truth and balance in the effort to achieve peace in the Middle East".
Haley wrote to ambassadors this week urging them to vote for the resolution, noting that every year the General Assembly adopts more than a dozen resolutions on the Israeli-Palestinian issue, but "not one of these resolutions ever mentions Hamas or other militant groups in Gaza".
Palestinian UN representative Riyad Mansour blasted "punitive" US policies directed at Palestinians, such as the move of the US Embassy to Jerusalem.
That draft resolution calls "for the achievement, without delay, of a comprehensive, just and lasting peace in the Middle East" based on United Nations resolutions.
