Castro made the announcement in San Antonio today, saying, "We're going to make sure that the promise of America is available to everyone in the 21st century". "That's why we are here today".

"I'm running for president because it's time for new leadership". Former US Representative John Delaney has been running for more than a year, and US Senator Elizabeth Warren of MA has formed an exploratory committee and has begun holding campaign events in Iowa and New Hampshire, the states with the earliest contests.

"In the end, the American dream is not a sprint, or even a marathon, but a relay", Castro said. My story wouldn't be possible without the strong women who came before me and passed me the baton.

Sen. Elizabeth Warren of MA has also started an exploratory committee for president, and four other Democratic senators are taking steady steps toward running. "It's an American dream story". And the cruel policies of this administration are doing real and lasting harm, " he said.

"In this environment where Latinos in particular have been in the crosshairs, where we have a president who started his campaign on the first day attacking us, to have someone like Julián to step up for our community to defend us and to defeat this monster in the White House gives us great pride, or orgullo as we say in Spanish", said Cristóbal Alex, president of the Latino Victory Fund, which helps elect Hispanic politicians.

Castro, 44, also served as the mayor of San Antonio, Texas from 2009 until he joined Obama's cabinet in 2014.

Mr Castro would be the first identical twin elected president.

Castro had harsh words for the president as the nation's government shutdown continues due to conflicts over building a wall along the southern border.

He argued for securing the border in a "smart and humane way". "And there is no way in hell that caging children is keeping us safe", he said, telling the crowd his grandmother died regretting that she wasn't able to say goodbye to her mother when she left Mexico for the U.S.in the 1920s.

WASHINGTON, DC - JULY 13: U.S. Secretary of Housing and Urban Development (HUD) Julian Castro testifies during a hearing before the House Financial Services Committee July 13, 2016 on Capitol Hill in Washington, DC.

Castro became the second Democrat to formally enter race, after former Maryland Rep. John Delaney.

"I know that the press work hard and that they are the friend of the truth in this country", Castro told the media at his event.

Mr Castro, 44, the grandson of a Mexican immigrant who would be the first Hispanic elected president, served as secretary of Housing and Urban Development under former President Barack Obama and has always been viewed as a rising star in the party.

Republican National Committee spokesman Michael Ahrens dismissed Castro's campaign as "obviously just another desperate attempt to become someone else's running mate".
