Separately, the New York Times reported on Wednesday that US federal prosecutors were conducting a criminal investigation into data deals Facebook struck with more than 150 technology companies such as Amazon.com Inc and Apple Inc.

A spokesman for the social network said the company was cooperating with investigators in multiple federal probes, without addressing the grand jury inquiry specifically.

Facebook, which also owns Instagram, had possibly its most widespread outage on March 13 - 14, with users unable to access or load either website all around the world.

"Anddddd... we're back", Instagram tweeted along with a GIF image of Oprah Winfrey screaming in excitement.

In Washington, campaigners who have long called for the break-up of Facebook said the outage showed how the concentration of ownership of tech platforms is "dangerous" for consumers. The company said it has fixed the glitch.

People used the tags to post memes about the outage, speculate about its cause and trade tips for how to survive without the company's apps.

Facebook first publicly addressed the issue Wednesday afternoon, acknowledging in a tweet that "some people are now having trouble accessing the Facebook family of apps".

"We're aware that some people are now having trouble accessing the Facebook family of apps". Facebook said the issue had been resolved and that it's systems were recovering.
