Changes set to take place in 2020 include a three-batter minimum for pitchers; expanded rosters to 26 players; and a decreased September roster to 28 players.

Mound visits per team will be reduced from six to five.

All-Star Game fan voting will be conducted in two rounds. Players such as Adam Jones (via USA Today's Bob Nightengale), Matt Wieters (via MLB.com's Jenifer Langosch) and Brad Brach (via The Athletic's Patrick Mooney) are among the many who've been open about frustrating forays into the open market.

There will now be one trade deadline on July 31.

All-Star bonus payments will be given to the top three vote getters at each position, including the top six outfielders. This is another attempt to prevent the slowing of games with pitching changes during half innings. "Per MLB, there will be a "'primary round" that mirrors the All-Star voting of old, followed in late June or early July by an "Election Day' in which the top three vote-getters at each position in each league during the primaries will be voted on by fans in a prescribed time period to determine the All-Star starters".

Major League Baseball and the Players Association will form a joint committee to consider other changes.

It will culminate in an All-Star week that includes a Home Run Derby with $2.5 million in prize money, including $1 million for the victor. Additionally, the prize money awarded to players on the winning All-Star team will be increased beginning with the 2019 All-Star Game.

Both Clubs will start the 10th inning of the All-Star Game, and each subsequent inning, with a runner on second base (re-entry substitutions allowed for runners). The single trade deadline will fall on July 31, which has always been the usual non-waiver trade deadline.

The victor of the annual event will take home $1 million beginning this season. Major League Baseball is hoping, in particular, this will lead to creative social media campaigns that foster interest in the players and the game.

Rosters will be increased from 25 to 26 players. What had been a 26th player for certain day-night doubleheaders through August 31 will become a 27th player in those situations.

The number of pitchers a Club may carry on the active roster will be capped at a number determined by the joint committee. Clubs must designate each of its players as either a pitcher or a position player prior to each player's first day on the active roster for a given season.

-All pitchers must face at least three batters or end a half-inning, unless injured.

The big issue is whether the agreement made official Thursday provides a first step toward improved cooperation between Major League Baseball and the Players Association that leads to remedies on financial matters particularly worrisome to the union and the extension of the Collective Bargaining Agreement. That might be the more notable change since teams could previously use up to 40 players in a given September game. The joint announcement only says the MLBPA "will not grieve or otherwise challenge" the rule change in 2020.

- Pitchers will have to serve a 15- rather than 10-day Injured List period as a way to try to further thwart roster manipulation.
