President Trump vetoed a congressional resolution Tuesday night calling for an end of US involvement in the Saudi-led war in Yemen, calling the measure "an unnecessary, risky attempt to weaken my constitutional authorities".

The veto - the second in Trump's presidency - was expected.

Congress did not pass the Yemen resolution with a veto-proof majority through either chamber of Congress, which would suggest that it would remain hard for Congress to override the president's veto.

Mr Trump said the measure was unnecessary because except for counterterrorism operations against ISIS militants and Al Qaeda in the Arabian Peninsula, the United States is not engaged in hostilities in or affecting Yemen.

The CIA has concluded that Crown Prince Mohammed bin Salman, the country's de facto ruler, ordered Khashoggi's killing.

"This resolution is an unnecessary, unsafe attempt to weaken my constitutional authorities, endangering the lives of American citizens and fearless service members, both today and in the future", Trump said in the veto message.

The UAE is the Saudi Arabia's principal ally in the coalition.

He also claimed that U.S. support was needed to "protect the safety of the more than 80,000 Americans who reside in certain coalition countries that have been subject to Houthi attacks from Yemen", referring to the Iran-aligned forces in the country.

But as the war drags on, members of Congress have expressed concern about the thousands of civilians killed in coalition airstrikes since the conflict began in 2014. "Yet the President has cynically chosen to contravene a bipartisan, bicameral vote of the Congress and perpetuate America's shameful involvement in this heartbreaking crisis", Pelosi said.

The resolution was a harsh bipartisan rebuke to Trump that took the historic step of curtailing a president's war-making powers - a step he condemned in a statement announcing his veto.

Backers of the measure said the Saudi-led bombing campaign in Yemen had made the humanitarian crisis worse, harshly criticizing Riyadh for killing civilians.

The fighting in Yemen, the Arab world's poorest country, has left millions suffering from food shortages and medical care shortages.
