Moon, who brokered the talks between Washington and Pyongyang, welcomed Kim's "firm commitment for the denuclearization of the Korean peninsula" and expected a fourth inter-Korea summit would find ways to advance the DPRK-U.S. summits.

Moon met Kim three times a year ago and also brokered nuclear talks between North Korea and the US following tensions created by the North's nuclear and missile tests and the exchange of war threats by Kim and President Donald Trump.

Moon also said he won't be restricted by location or format to have his fourth summit with Kim, indicating that he will not hold Kim to a promise to meet next in Seoul.

We should recognize that the nuclear, other weapons of mass destruction, conventional weapons and ballistic missile delivery programs now in the hands of the North Koreans are perceived by the Pyongyang regime as irreplaceable elements critical to the sustainment of that regime.

Washington has blamed the deadlock on the North's demands for sanctions relief in return for limited nuclear disarmament, but Pyongyang said it had wanted only some of the measures eased. The women said they thought they were part of a reality prank show and did not know they were poisoning Kim.

Russian Interior Minister Vladimir Kolokoltsev said earlier in April at a meeting with North Korean People's Security Minister Choe Pu Il that Russia intends to promote cooperation with North Korea in various areas not affected by global sanctions.

Moon said his summit with Trump removed uncertainties raised after the North-U.S. summit in Hanoi, Vietnam, collapsed in February.

President Donald Trump met with South Korean President Moon Jae-in at the White House last week.

But Moon did not specifically respond to Kim's criticism that South Korea was too subservient to the "anachronistic arrogance and hostile policy of the United States", and that the South's military persisted in "veiled hostility" by conducting exercises with US forces.

"The South and the United States agreed to closely cooperate to create a virtuous cycle of inter-Korean talks and North-U.S. talks", he said.

North Korea uses the phrase "hostile policy" to reference any range of behaviors and actions by the United States.

Kim's speech came after North Korea's Supreme People's Assembly made a slew of personnel changes that bolstered Kim's diplomatic lineup.

North Korean charge d'affaires in Moscow, Jin Jong Hyuk, said Thursday that Pyongyang expects a number of mutual visits by high-level Russian and North Korean delegations in the future.
