In January, the administration was preparing the action, which could significantly restrict Chinese state-owned telecom companies from operating in the US over national security concerns, people familiar with the matter said at the time.

Ren Zhengfei, the company's founder and Meng's father, has denied espionage allegations and a link to China's government.

The U.S. has been trying without success to persuade other governments to exclude to exclude equipment made by Huawei from super-fast 5G mobile networks that will connect billions of devices.

"We are willing to sign no-spy agreements with governments, including the United Kingdom government, to commit ourselves to making our equipment meet the no-spy, no-backdoors standard", Liang Hua said at a business conference in London via an interpreter.

If signed, the executive order would come at a delicate time in relations between China and the United States as the world's two largest economies ratchet up tariffs in a battle over what US officials call China's unfair trade practices.

Washington believes equipment made by Huawei Technologies Co Ltd, the world's third largest smartphone maker, could be used by the Chinese state to spy.

The US has restricted federal agencies from using Huawei products and has put pressure on allies to shun them.

In February, Trump suggested that he would not sign the executive order by tweeting that he wanted the U.S. to win the 5G ultra-high speed mobile telecommunications race by competition and "not by blocking out now more advanced technologies", in a reference that was widely interpreted as referring to Huawei.

Trump has reportedly been weighing the order for over a year, and if he moves ahead, it will add to the gravity of the US-China trade war that has escalated over the past two weeks.

The US more than doubled tariffs on $200bn (£154.9bn) of Chinese goods on Friday and China retaliated with its own tariff hikes on US products.

The official also said that the order, which could be signed as soon as Wednesday, has nothing to do with the recent escalation of the trade conflict with China.
