"Build America" Visa Replaces Green Card In Trump's New US Entry Plan

The plan would involve new actions to improve border security and a rethinking of the nation's Green Card system. Earlier this week, after meeting with Kushner about Trump's proposal, Graham said the president's plan was aiming for the 2020 election. We'll see an increase of wages from that.
"It would be a big departure from our current system", says Stephen Yale-Loehr, a professor of immigration law practice at Cornell University. "Right now two-thirds of all immigrants who are admitted are based on some kind of family characteristic". "That's going to be hard to pass in Congress".
The Trump plan's biggest weakness in getting Democratic Party support is the failure to grant permanent immigration status to those who came to the U.S. illegally as children and are referred to as "Dreamers" for their pursuit of the American dram.
"Random selection is contrary to American values and blocks out many qualified potential immigrants who have much to contribute", Trump said in the White House Rose Garden Thursday afternoon.
Congress tried to move toward skills-based immigration in 1990, but the changes did not stem the flow of family-sponsored immigrants. Cory Gardner blasted it as part of Trump's "hateful" immigration agenda that would do nothing but "build Trump's wall and keep families apart".
The plan would also implement a point-based system for visas, which would take into account age, English proficiency, offers of employment and educational/vocational certifications. The new proposal will increase skills-based green cards to 57%.
The plan left aside the thorny issues of how to deal with the roughly 11 million immigrants living in the country illegally - many for years - and protections for "Dreamers" brought to the country illegally as children, a top priority for Democratic lawmakers.
The plan, for which the White House did not release any written text or even an outline, focuses on border infrastructure-additional barriers, checkpoints and other enforcement tools.
"This is the most prized citizenship anywhere in the world by far", Trump said. "What we are trying to do is what I think is a very important step ... which is to come up with a very, very detailed proposal on what it is that we want".
House Democrats beg to differ. House Speaker Nancy Pelosi (D-Calif.) called the president's plan "condescending". The country has long placed a preference on providing green cards to family members of immigrants. It also would shift the legal immigration system away from the preference for people who have family in the United States to one based on what the administration defines as "merit"-specific job skills, advanced degrees or the money to start a new company".
But the plan seems less geared towards garnering bipartisan support than on solidifying support among Republicans. "I don't think [the plan] is created to get Democratic support as much as it is to unify the Republican party", Sen.
The president's plan, unveiled in a Rose Garden ceremony, has yet to be embraced by his own party - let alone Democrats - and faces dubious prospects in a divided Congress.
He said the plan would make United States immigration "the envy of the modern world" by attracting the highly qualified, in line with what he said were the more competitive policies used by Australia and Canada.

Tom Cotton and David Purdue first introduced in 2017 and Trump later endorsed, it does not reduce the number of legal immigrants allowed into the country.
Ali Noorani, executive director of advocacy group the National Immigration Forum, said it appeared the plans "would recruit skilled engineers, but not skilled farm workers".
Republicans also know that no proposal will become law without Democratic support, leaving many on Capitol Hill wondering about the legislative roadmap. The White House says it has drafted bill language, but is keeping it strictly under wraps.
With a humanitarian crisis at the border - officials said this week that a fourth child, a 2-year-old Guatemalan migrant, died in USA custody - Trump promised to halt illegal border crossings with the "most complete and effective border security package ever assembled".
Even Trump, never one to downplay his chances of defeat, conceded that legislation would likely be more effective if it was shepherded by someone like Graham - even if it was on much smaller scale.
