Liang Hua said Friday the "unjust and unfair" decision to add Huawei, the biggest maker of network equipment used by phone companies, to a list that restricts exports is hurting its USA suppliers and global customers.

"We operate in more than 170 countries and regions, serving more than 3 billion people worldwide, and we are working to provide more coverage and easier connectivity to bridge the global digital divide", Liang said in the report. The move is Huawei's first major bond float since the United States officially put Huawei on its "Entity list" and adopted a series of repressive measures. Huawei announced plans in January for a next-generation smartphone based on its own chips.

Ross confirmed, however, that Huawei remains on the entity list, and that "the announcement does not change the scope of items requiring licenses from the US Commerce Department, nor the presumption of denial". The Americans blacklisted the company because Huawei "would pose a threat to national security".

Huawei has vehemently dismissed the allegations.
